Expulsion of Undesirables Ordinance.

Matter has been discussed with Grantham, who

agrees with view that although Ordinance is logically an essential corollary to the enforcement of immigration control it would not appear necessary for it to be applied at present.

This decision was reached since

(a) the present overcrowding, though serious,

is not the real emergency envisaged as having arisen before the Ordinance could be brought into effect

(b)

It might prove impossible to get Chinese to accept deportees in this connexion see paragraphs 2 and 3 of your Priority telegram No. 604 Top Secret.

Please telegraph whether you agree to defer action as contemplated in paragraph 1.
